This introduction presents a framework for analyzing the semiotic dimensions of mobility. Drawing upon the notion of pathway (Wortham & Reyes 2015), it examines how mobility is facilitated by semiotic processes that link linguistic emblems with speaker images across time and space (Agha 2007). It focuses on the circulation of discursive forms, facilitated by media technologies and complex patterns of transnational interaction, which ascribe identities to people on the move and root such identities within hierarchical structures of the market on local, national, and transnational scales. Looking at how interdiscursive networks intersect with people's experience of mobility and the way they position themselves in social space, this article problematizes the divide between ‘micro’ and ‘macro’ approaches, offering a historically grounded approach to operations of power that permeate both metapragmatic discourse and experiences of mobility. Summary
Abstract The Australian project of accommodation to the Asia-Pacific region as the dynamic centre of the world’s economy can now be dated in decades. Successive Federal and State governments have focused on shifting the national consciousness from its predominant, inherited Western cultural dispositions, towards Asia. Driven by the overriding concerns of trade and economic relations, more than $400 million of additional funding has been invested in the prioritization of Asia studies and Asian languages, with considerable additional resources for research, cultural studies, exchanges, etc. Policies and funding have endeavoured to dramatically increase Australia’s ‘Asia literacy’ to aid economic engagement with what has come increasingly to be called ‘the region’ or ‘our region’. All major political configurations adhere to the broad outlines of such engagement, lending the entire endeavour a sense of inevitability; so much so that there is little problematizing of the educational consequences of the shift of economic power from the ‘West’ to the ‘East’. However, despite ambitious plans and substantial funding, Asian language policies have consistently fallen short of targets. This chapter discusses some intricacies involved in formulating an Asia-prioritizing agenda, referring to the wider communication ecology. Language policies must acknowledge the pluralization of modern forms of communication as well as the emergence of multiple cultural and linguistic identities in the transnational reality of contemporary society. The Australian experience highlights the importance of crafting Asia-focused policies within a wider framework of comprehensive language planning (Lo Bianco 2010), that values existing cultural and linguistic diversities, as well as envisioned ones, along with a pragmatic sense of the limits to what can be asked of school knowledge in relation to trade and diplomatic petitions.

This study presents a 12-year (1989-2001) longitudinal comparison of managerial values systems in China, Hong Kong, and the U.S. Using hierarchical cluster analysis, we test the validity of the three competing perspectives - convergence, divergence, and crossvergence - on values system evolution in these three societies. We use the sociocultural influence and business ideology influence typology as the foundation for developing our hypotheses. Additionally, we assess the contribution of the specific values within the values system to the overall system values findings. Our data most strongly support the multicultural crossvergence perspective. During a time period of stability in the U.S. and substantial change in both Hong Kong and China, the values of Hong Kong and China became more similar, while the values of these two Greater China societies became more different from those of the U.S.

In the industry, generally, reserving actuaries use a mix of reserving methods to derive their best estimates. On the basis of the best estimate, Solvency 2 requires the use of a one-year volatility of the reserves. When internal models are used, such one-year volatility has to be provided by the reserving actuaries. Due to the lack of closed-form formulas for the one-year volatility of Bornhuetter-Ferguson, Cape-Cod and Benktander-Hovinen, reserving actuaries have limited possibilities to estimate such volatility apart from scaling from tractable models, which are based on other reserving methods. However, such scaling is technically difficult to justify cleanly and awkward to interact with. The challenge described in this editorial is therefore to come up with similar models like those of Mack or Merz-Wüthrich for the chain ladder, but applicable to Bornhuetter-Ferguson, mix Chain-Ladder and Bornhuetter-Ferguson, potentially Cape-Cod and Benktander-Hovinen — and their mixtures.

The Australian Square Kilometre Array Pathfinder (ASKAP) will give us an unprecedented opportunity to investigate the transient sky at radio wavelengths. In this paper we present VAST, an ASKAP survey for Variables and Slow Transients. VAST will exploit the wide-field survey capabilities of ASKAP to enable the discovery and investigation of variable and transient phenomena from the local to the cosmological, including flare stars, intermittent pulsars, X-ray binaries, magnetars, extreme scattering events, interstellar scintillation, radio supernovae, and orphan afterglows of gamma-ray bursts. In addition, it will allow us to probe unexplored regions of parameter space where new classes of transient sources may be detected. In this paper we review the known radio transient and variable populations and the current results from blind radio surveys. We outline a comprehensive program based on a multi-tiered survey strategy to characterise the radio transient sky through detection and monitoring of transient and variable sources on the ASKAP imaging timescales of 5 s and greater. We also present an analysis of the expected source populations that we will be able to detect with VAST.

In the United States today, two developments – concern for national security and the concerns of private citizens – have catapulted languages onto the national policy agenda. The first requires more Americans to learn foreign languages while the second seeks to ban bilingual education. ‘Uncle Sam wants you to learn a foreign language!’

THE LIFE of a language involves relationships between linguistic elements and extra-linguistic contexts. The linguistic elements are varied and multiple, involving both written and spoken symbols and grammars, while the extra-linguistic contexts are the innumerable societies, cultures, and sub-cultures of humankind, including its worlds of reality, imagination, and ideology. This article discusses invented languages, partly in order to explore the motivations and schemes of their inventors and partly to compare languages created for international use (often called international auxiliary languages or IALs) with English, which itself functions as an IAL but is very much an uninvented language.
